Not that it *really* matters, but strictly speaking a
programming language indicates that the written code has to
be compiled using a compiler for the target platform
(Windows, Unix etc), before it can be executed, like for
instance you compile C++ code into an exe file that you can
run by double-clicking it.
A scripting language is a script that is loaded into and
executed by a parser, like for instance javascript.
The javascript parser (or engine) itself would be a program
that is compiled, executed and is running in memory. The
javascript that we then add, is loaded by the engine and
then executed (parsed).
The same thing goes for web pages, the webbrowser (internet
explorer for example) is written in a programming language,
then compiled into an exe (iexplore.exe) and runs in memory
when you start it. The web page is written in HTML (for
example) and loaded into your browser. The browser parses
the HTML script and shows you the webpage.
